The Family Leave Survey 2022

This research project investigates family leave choices and ways to balance work and family life in families with young children. The project continues earlier data collections on the use of family leaves from 2001, 2006, and 2013.

Goals and Implementation

The family Leave Survey 2022 is aimed at parents of young children, and the target group comprises mothers and fathers of children aged between 6 months and 2.5 years who have used parental leave under the current scheme. The survey is part of the impact assessment of the upcoming family leave reform and presents a starting level for the assessment of which population groups might be affected by the reform. The project is carried out as part of Kela’s maternity package and family leave survey.

The survey investigates the mothers’ and fathers’ use of family leave, experiences of family leave, and the motives and disincentives for using family leave. Furthermore, we examine the parents’ labour market position, job characteristics, and issues related to balancing work and family life. The results are compared to those from the earlier family leave surveys.

The project also studies how employment that differs from full-time employment as well as the changing work times and locations reflect in the parents’ possibilities to combine childcare and paid employment.

This study produces information on the gendering consequences of changing forms of work for families, workplaces, and society at large. The maternity package part of the survey investigates the parents’ experiences and opinions on the contents of the maternity package.

The data generated in the study can later be used in the evaluation of the family leave reform and the development of the maternity package.

This study is part of a cooperation project called Changing Forms of Work, Family Leaves, and Balancing Work and Family, which is carried out by Kela and the Finnish Institute for Health and Welfare (THL) in 2022–2024.

Kelan tutkimuksen ja THL:n yhteistyönä toteutettamassa Perhevapaakysely 2022 -tutkimuksessa tarkasteltiin pienten lasten vanhempien perhevapaiden käyttöä ja työn ja perheen yhteensovittamista. Kyselyn mukaan isät perustelevat perhevapaiden käyttöä useimmiten sillä, että vanhemmuus on yhteinen asia ja sillä, että pienen lapsen kanssa oleminen tuntuu oikealta ja itsestään selvältä. Isät perustelevat yleisimmin vapaan käyttämättä jättämistä sillä, että äiti hoiti lasta kotona, usein kotihoidon tuella. Työpaikoilla suhtaudutaan pääosin myönteisesti perhevapaiden käyttöön ja työelämän joustot helpottavat työn ja perhe-elämän yhteensovittamista. Erityisesti äitien sosioekonominen asema ja kotihoidon tuen käyttö määrittävät vahvasti isien perhevapaiden käyttöä. Merkittävä osa vanhemmista kokee työn kuormituksen kasvaneen yli oman sietokyvyn. Ne äidit, jotka kokivat työnsä liian kuormittavaksi, jäivät kotihoidon tuelle yleisemmin ja pidempään kuin muut äidit. Jos äideillä taas oli ollut erilaisia työaikajoustoja käytettävissään, he käyttivät kotihoidon tukea harvemmin ja lyhyempiä kausia.
