Unemployment security amid change

There have been several changes to the conditions of unemployment security in recent years, and a broader reform of social security is under way. One of the aims of the reform is to better support the combination of work and social security. The aim of the research project is to provide information on the use and function of unemployment security to support decision-making. The project will respond to rapid data needs and provide in-depth analysis in scientific articles. The data used are register data from Kela, the Financial Supervisory Authority, the Keha Centre, the Tax Administration, and Statistics Finland.

The project will address three areas:

  1. Work during unemployment security
    The project uses more accurate register data to describe the work and income formation of unemployment security recipients and the financial incentives to work in the 2020s.
  2. Temporary labour market subsidy for entrepreneurs
    The purpose of the temporary labour market subsidy for entrepreneurs was to ensure their livelihood during exceptional circumstances. The project will examine how the labour market subsidy for entrepreneurs was targeted to different types of entrepreneurs and for how long it was used.
  3. Rights and obligations of the unemployed
    The study examines:
  • the incentive problems associated with long-term social assistance for the unemployed,
  • the targeting of unemployment security sanctions to people with work capacity issues
  • a reduction in the amount of basic social assistance, and
  • the changes brought about by the Nordic labour market service model.
