Data content

Households receiving basic social assistance from Kela.

The statistics on recipient households include households conforming to the definition of family used in the Act on Basic Social Assistance who received a non-zero amount of social assistance during the reference period. Households where there is no change in the household composition (same claimant and same spouse/partner) are for purposes of the report treated as a single household.

In addition to various types of household, the report differentiates between households in which the claimant or spouse/partner is under the age of 25 years and other households. In the cumulative annual totals, the information on household type and the number of households of persons under 25 years of age are based on the most recent payment of basic social assistance.

The regional data are based on the principal municipality of residence of the members of recipient households. In the cumulative annual totals, each household is counted as resident in all of the municipalities and regions in which they have lived during any month of the year, but only counts once towards the whole country totals.
