Publicly Supported Taxi Rides and the Functioning of the Taxi Market

Approximately 40 percent of the revenue in the taxi market is generated through rides supported by public funds. More than a third of the publicly funded rides are reimbursed by Kela. For example, in 2017, Kela reimbursed approximately 3.3 million taxi rides.

In recent years, the Finnish taxi market has undergone two large changes: First, the taxi market was opened for competition on 1 July 2018, and at the beginning of 2018, Kela organised a tender for the regional service providers, i.e. dispatch centres, in 17 regions who began to provide the Kela-reimbursed taxi rides on 1 July 2018. This research project generates data on the effects of these changes on the taxi market.

The research project is divided into three substudies:

  1. Success of the competitive tendering in light of theory and practice
  2. Demand, supply, and quality of Kela rides
  3. Hopes and experiences of clients who received reimbursement from Kela
