Low Income and Social Security Benefits Among Families With Children (Lapsoset)
According to the National Child Strategy, combating poverty among and ensuring sufficient income for families with children is a key element in the realisation of the rights of the child. The task of social security is to secure income if various risks become a reality. Social security benefits improve the position of the least well-off groups, but they do not fully take into account the diversity of families.
The aim of the research project is to produce new information on the livelihoods of families with children and to highlight options for how the livelihoods of low-income families with children could be further improved.
The study provides an overall picture of the livelihoods of low-income families with children, the benefits used by families with children, and the poverty-reducing effect of various benefits. We are investigating incentives to work for parents with young children, as well as the obligation to provide maintenance, and dual residence. The study brings together previous research literature and produces new information on how to prevent social risks from turning into poverty among families with children. In the study, the data consists of diverse register data and qualitative interview data. Microsimulation is a key tool in the project for describing the current situation and evaluating proposals for changes in social security. Based on the results of the study, we will make proposals to improve the livelihoods of low-income families with children.
