Social Barometer 2023

The Social Barometer is an annual topical survey by SOSTE, the Finnish Federation for Social Affairs and Health, which examines the state and development trends of wellbeing, services and the service system.

The aim of the Social Barometer is to bring current findings and assessments into socio-political discussion and to develop the service system. The long-term goals are to use the information produced to strengthen co-operation between the parties responsible for different welfare services.

The research data is collected through digital surveys and analysed using quantitative methods. In addition to Kela’s respondents, responses are also collected from TE services and from social welfare and health care services. Kela respondents include, for example, the heads of the profit centres of customer relationship and benefit services, unit directors, centre managers and group managers, and a sample of solution experts and service advisors, among others.

The main topic chosen for this year is the expectations/views of customers shared by Kela and the wellbeing services counties. Other topics that will be addressed in the Social Barometer include the effects of crises (e.g. the energy crisis), the sufficiency of labour, and trust. The set of survey questions also includes common questions for all organisations in addition to Kela. Common questions include incentives to work, customer processes in the co-operation between different operators, issues related to multidisciplinary services, personnel competence and challenges, resilience and an assessment of the population’s overall state of wellbeing.
