Report on the Use of Earned Income Deductible in General Housing Allowance

This report examines the effectiveness of the earned income deductible in general housing allowance. The report generates new descriptive data on the use of earned income deductible in 2015–2021. The report examines the prevalence and allocation of the earned income deductible and the trends in earned income among housing allowance recipients. In addition, we examine the duration of receiving housing allowance and earned income simultaneously. The report is compiled for the National Audit Office of Finland to be used in the audit of the appropriateness of general housing allowance in terms of central government finances.
