This report contains data on unemployment benefits partly funded by the municipalities. Unemployment benefits paid during unemployment are partially funded by the municipalities in the event that the unemployed recipient has already been paid earnings-related unemployment allowance, basic unemployment allowance or labour market subsidy for a minimum of 101 days. The municipalities' responsibility for funding also extends to unemployment benefits paid to customers who participate in employment-promoting services. The municipality that is responsible for the funding is the municipality that is entered as the unemployed person’s municipality of permanent residence in the population information system on the date when Kela or the unemployment fund pays the benefit.
The reform of the employment services in 2025 extended the responsibility of the municipalities as regards the funding of unemployment benefits. The report includes unemployment benefits partly funded by the municipalities that are invoiced according to the new model. Only unemployment benefits where the period of unemployment concerns 2025 are invoiced according to the new model. Labour market subsidies partly funded by the municipalities for 2006–2024 are covered by the report NIT089C Number of recipients of labour market subsidy partly financed by municipalities and benefit expenditure.
