Data content
This report contains information on the number of general practitioner appointments within the scope of the freedom of choice pilot as well as on the associated examinations, tests, costs and reimbursements. The report also looks at the number of individual recipients of these reimbursements.
The statistics are presented according to the month when the reimbursement was paid and they are shown both at the national level and per wellbeing services county. The statistics are presented according to the month when the reimbursement was paid because there can be a delay between the appointment itself and the date on which the appointment is registered in the statistics. For example, an appointment in September may be reimbursed in October. This means that the appointment gets registered in the payment statistics for October, which are then made available in November.
The regional data are based on the municipality of permanent residence at the end of the reference period (or date of death for persons who died during the reference period). The regional classification is based on the most recent available year.

The Kela data repository, which includes a complete dataset sourced from the processing system for reimbursements for medical expenses and Kela’s payments management system.
