Data content
This report contains information on decisions issued on Kela benefits throughout Finland. The data cover applications resolved by both Kela and workplace sickness funds.
The report presents the total number of decisions issued during the compilation period and a breakdown by decision type (Approved, Denied, Termination, No data).
The denial rate refers to the percentage of denied applications of all applications that were either approved or denied during the compilation period.
An arithmetic mean is calculated for the turnaround time of decisions issued during the compilation period. The mean turnaround time is equal to the difference between the date of receipt of the application and the date on which it was resolved, expressed in calendar days. The turnaround time also includes time spent obtaining and processing any additional information that may have been needed.
In the case of basic social assistance, the processing types New and Follow-up provide a more truthful picture of the number of applications. The other processing types often describe a process that does not involve a separate application submitted by the customer.

Depending on the perspective selected, a different set of variables and classifications are presented. The perspectives are

Variables and classifications
- Reference period: Year, Cumulative annual total, Month.
- Time period: The content presented depends on the selected reference period.
The default reference period is the last 13 months. One or several periods can be selected for a single report. - Benefit: Benefits available from Kela. The default selection is all benefits. One or several benefits can be selected for a single report.
- Processing type: New, Follow-up, Change in grounds, Termination, Other, No data.
Compilation period
Data available as from 1 January 2020. The compilation period is based on the date the application is resolved.
Updating frequency
Updated on the 8th day of each month. Annual data are updated on 8 January.
