This is how much benefits Kela paid per resident in different Finnish municipalities – Kela Statistical Yearbook offers an overview of social security in 2023
On a per-resident basis, the level of benefit expenditure was highest in Kivijärvi and lowest in Ingå. This information can be found in the newly published 2023 edition of Kela Statistical Yearbook.
In 2023, Kela paid an average of 2,820 euros in benefits for each resident of Finland.
There was substantial variation among the individual municipalities. Benefit expenditures were highest in Eastern Finland and in Kainuu and generally lower in Southern Finland and on the west coast.
The lowest amount of benefits paid per resident was seen in Ingå (1,894 euros) and the highest in Kivijärvi (3,872 euros).

The Yearbook is a comprehensive source of information on the benefits available from Kela and on Kela’s role in the Finnish social security system. In addition to presenting statistical data, the Yearbook outlines the eligibility criteria for the individual benefits.
Along with the statistics on social security, the Yearbook includes data on Kela’s finances, organisation and benefit administration.
The Yearbook is published in separate editions in Finnish, Swedish and English. The English edition will come out in December.
The Yearbook has been published continuously for nearly 60 years. The first edition came out in 1965.
