Data permits and data requests

Kela’s register data can be released in accordance with the Act on the Secondary Use of Health and Social Data (552/2019) for instance for scientific research. A permit is needed for the use of the data. This page provides instructions on how to request data permits and data.

Data permits and data to be requested from Findata

The Data Permit Authority Findata grants the permits necessary for secondary use of data and provides the material if

  • the permit application involves data from several data controllers to which the Act on the Secondary Use of Health and Social Data applies
  • the data will be obtained from private providers of social and health services
  • the application concerns data stored in the Kanta Services.

Findata also processes all permit applications that concern Kela’s register data when the applications concern data from several data controllers to which the Act on the Secondary Use of Health and Social Data applies. More information is available on the Findata website (findata.fi/en).

If you want to confirm, prior to sending an application to Findata, that the data are extractable from Kela’s registers, complete the Findata extraction description form (findata.fi) and send it as a Word file to Kela at tietoaineistot@kela.fi.

If you are interested in several different Kela registers (benefit register, Prescription Centre or Patient Data Repository), please complete a separate extraction description form for each and send it to Kela.

Data permits and data to be requested from Kela

Kela manages the permits and datasets needed for secondary use when data from Kela’s benefit register is the only type of data governed by the Act on the Secondary Use of Health and Social Data used in the research project.

How to request data permits and data from Kela

In accordance with the Act on the Secondary Use of Health and Social Data, Kela will only release the data for use in a secure and audited environment.
