Consolidation, Learning, and Spill-Over Effects in Rehabilitation Procurement (KILPA 3)

This research project includes three substudies investigating three factors with significant impact on the Finnish therapy market. First, companies in the therapy market are currently concentrating heavily around large national corporations, and the trend might affect Kela’s procurements as well as the clients using the services. This study seeks to find out how the concentration has affected the rates and availability of services.

Second, Kela has strengthened their methods in recent procurements, which has increased the price competition between service providers. However, it takes a while for the service providers to learn the changes made to the procurement process. This study investigates how quickly the service providers are able to absorb the changes and how it shows in their pricing and quality-related investments.

Third, municipalities also fund and organise therapy services. Procurements by Kela and the municipalities are organised in different years and their procurement processes differ, which affects the functionality of both markets. This study analyses the service providers’ operations and pricing in connections with procurements made by both Kela and the municipalities.
