Finding employment with the help of Kela’s job coaching – perspectives of the supervisor and the person coached
The aim of supported employment is to promote the employment of persons in a weak labour market position, such as long-term unemployed persons, persons with disabilities and mental health rehabilitees, in the open labour market. The IPS model is an evidence-based application of supported employment focusing on fast and individual-centred placement in employment. The model is efficient and it has proved to be effective in the employment of mental health rehabilitees. It has also been applied to other population groups. Kela’s Job coaching service supports clients whose work ability has declined because of illness or disability. The service has been designed by applying the IPS model (Individual Placement and Support).
In this study, Job coaching is examined as a form of supported employment from the perspectives of both the persons being coached and the employers, especially the supervisors. The study is a multi-method and multi-perspective study: it collects both survey and interview data. The study produces new information on the effectiveness of Job coaching offered as part of Kela’s vocational rehabilitation especially from the perspective of workplaces in the Helsinki Metropolitan Area. Focusing the research on job coaching on the Helsinki Metropolitan Area is important, especially from the point of view of the special features of the region, such as diversity and problems in the matching of labour supply and demand. This study is part of a more extensive study on Job coaching in the Muutos 4 (Change 4) project.
The study produces actionable information that can be used to strengthen the preconditions for supported employment and vocational rehabilitation especially in workplaces and supervisory work.
