I am a section manager at Kela’s Research Unit. My area of study is income security, including housing allowance and social assistance. My recent studies have covered topics related to housing allowances, the housing of social assistance recipients, the unemployment benefits for young persons, and immigrants’ use of Kela’s benefits. I have also participated in the evaluation of the Finnish Basic Income Experiment. Now, I am involved in the background work on the social security reform.

Persons of migrant background are disproportionately represented among recipients of family benefits and vocational training assistance

The share of foreign-language speakers is disproportionately large among persons receiving an unemployment or family benefit from Kela. This is in contrast to such benefits as pensions and reimbursements for prescription drug expenses, where their proportional share is smaller. 

Low Income and Social Security Benefits Among Families With Children (Lapsoset)

The aim of the research project is to produce new information on the livelihoods of families with children and to highlight options for how the livelihoods of low-income families with children could be further improved.

Study on Alternative Ways of Organising Social Security

The study assesses whether alternative ways of organising social security, such as basic income, social account and one basic security benefit in particular, are suitable for the Finnish social security system.
