I am a researcher at Kela’s Research Unit. In my recent studies, I have focused particularly on the use and implementation of basic social assistance, the functioning of related cooperation between authorities, the conditions for the use of discretion related to benefits and the realisation of the objectives of social assistance reform.

Lower Threshold for Claiming? Basic Social Assistance Recipiency in Helsinki Before and After the Centralisation Reform

This study explores how the centralisation reform is reflected in the number of claimants and recipients of BSA as well as the duration of recipiency in Helsinki.

Keys to sustainable living – wellbeing among Kela’s benefit recipients

This research project uses survey methods to gain an understanding of the wellbeing of Kela’s benefit recipients in different life situations and the factors that contribute thereto based on the theory of sustainable wellbeing.

The role of information systems in the means testing of basic social assistance work

The study examines the utilisation and role of information systems as part of the means testing related to decision-making work on basic social assistance and the identification of customers' service needs.

Intelligibility and Clarity of the Decision Documents

The results of the study can be used in the development of work practices and of benefit decisions and their justifications, and more generally in the development of administration.
