Employment Overview

The Employment Overview provides data on Kela’s benefits to the employment areas and municipalities in a visual format.

We recommend that you use the Employment Overview only on a computer monitor. The Employment Overview does not work on mobile devices and it works only partially with screen reader software for the time being.

Using the Employment Overview you can

  • view information on benefit recipients, payments and decisions
  • view information on the recipients of benefits as percentages of the population
  • compare employment areas or municipalities
  • monitor changes in the amounts of benefits paid (in euros).

The tabs are divided by topic and have benefit-specific information on the following benefits:

  • vocational rehabilitation
  • disability pensions paid by Kela
  • unemployment benefits partly financed by municipalities.

Disability pensions paid by Kela

Data content

Decisions on disability pensions paid by Kela, by employment area. Data are presented for the most recent quarter and the four preceding quarters.

The regional data are based on the applicant’s municipality of permanent residence at the end of the reference period.

You can export data from the report into Excel using the Export to Excel function. In Excel, the data are presented per employment area.

Decisions

In the Decisions tab, you can see the number of awards and denials in the selected employment areas. The indicators show, for the selected employment area and in the most recent quarter, the number of decisions issued, the number of awards, the number of denials and the percentage of denied applications. The figure shows the number of awards and denials and the percentage of denials in the most recent quarter and the four preceding quarters.

From the menu, you can select a specific employment area. Data for that area will be shown in the indicators and charts. If you select (ctrl) more than one employment area, the data for these areas is added up.

You can choose a different time period for the indicators by selecting the specific period in the line charts.

In the bar chart, you can select to be shown new applications or follow-up applications.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Variables and classifications

  • Number of decisions: The number of decisions issued in the reference period on applications for disability pensions paid by Kela. The report includes both new applications and follow-up applications. Decisions resulting in the termination of a pension are not included.
  • Number of awards: Number of decisions whereby Kela has granted Kela disability pensions during the reference period.
  • Number of denials: Number of decisions whereby Kela has denied Kela disability pensions during the reference period.
  • Denial rate in %: Number of denials / Number of decisions * 100.
  • Benefit: Disability pensions paid by Kela (includes pensions awarded for an indefinite period of time and rehabilitation subsidy).
  • Employment area: Employment area. Decisions on applications made in the Åland Islands employment area or from applicants living outside Finland are not included in the report.
  • Time period: Quarter.
  • Age group: 15 to 69-year-olds, in five-year age groups.

Availability of statistics

  • The statistics are compiled for the last five quarters.
  • The reference periods conform to the date on which the decision on the benefit was made.
  • The latest quarter shown is the most recent full quarter (see Updating frequency).

Updating frequency

Data for the most recent quarter are updated in the report on the second working day of the first month following the end of the quarter.

Data source

  • A complete dataset in the Kela data repository sourced from the processing system for pensions and from population data maintained by Kela.
  • The population data obtained from the population data system are current to the last day of the reference period.

Vocational rehabilitation

Data content

The expenditure on vocational rehabilitation paid by Kela, the number of recipients and the number of decisions issued, all broken down by employment area. The data are presented by quarters. The regional data are based on the recipients’ municipality of permanent residence at the end of the reference period.

Counted among recipients of vocational rehabilitation are persons who were provided access to funded vocational rehabilitation during the reference period. However, the decision on granting the rehabilitation measure may have been made before that. Persons who during the reference period have received only rehabilitation allowance from Kela on the basis of vocational rehabilitation (see the Kela Rehabilitation Act) are also counted as recipients of vocational rehabilitation.

Decisions on vocational rehabilitation refer to decisions either awarding or denying the applicant vocational rehabilitation. Because an individual person may have received more than one decision during the reference period, the number of decisions cannot be used as a basis for calculating the number of persons who have received a decision.

You can export data from the report into Excel using the Export to Excel function. In Excel, the data are presented per employment area.

Employment area

The tab Employment area shows an overview of vocational rehabilitation in the selected employment area. The indicators show statistics from the most recent quarter, including the number of recipients and the benefits paid out overall and per recipient. The statistics are show either for the entire country or for the selected employment area. The line charts show the benefits paid out per recipient in the most recent quarter and in the four preceding quarters.

From the menu, you can select a specific employment area. Data for that area will be shown in the indicators and line charts. If you select (ctrl) more than one employment area, the data for these areas is added up. The default selection is ‘Whole country’.

You can choose a different time period for the indicators by selecting it in the line charts.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Employment area comparison

The Employment area comparison tab allows you to compare benefit expenditures in different employment areas. You can select (ctrl) one or several employment areas in the menu. This will narrow down the data shown in the line chart in accordance with your selection. The default selection is All employment areas. The line chart shows the benefits paid out in the most recent quarter and in the four preceding quarters.

In the horizontal bar chart, you can select (ctrl) either expenditure on vocational rehabilitation services or rehabilitation allowances paid on account of vocational rehabilitation. This will narrow down the data shown in the line chart in accordance with your selection.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Rehabilitation measures

The Rehabilitation measures tab shows statistics for individual vocational rehabilitation measures. The indicators for specific rehabilitation measures show the number of recipients and the benefits paid out in the most recent quarter. The statistics are shown either for the entire country or for the selected employment areas. The default selection is ‘Whole country’. The line charts show the benefits paid out per recipient in the most recent quarter and in the four preceding quarters.

You can select (ctrl) one or several rehabilitation measures. The data on these will be shown in the indicators and line charts.

Individual persons may have received more than one rehabilitation measure during the reference period, which means that the recipient totals for rehabilitation measures cannot be added up.

You can choose a different time period for the indicators by selecting the specific period in the line charts.

Decisions

In the Decisions tab, you can see the number of decisions on vocational rehabilitation resulting in award or denial and the percentage of denials for specific rehabilitation measures. You can narrow down the selection to a single employment area. The default selection is ‘Whole country’. The line chart shows the number of awards in the most recent quarter and the four preceding quarters.

You can select (ctrl) one or several rehabilitation measures. The data on these will be shown in the indicators and line charts. You can also choose a different time period for the indicators by selecting a specific period in the line chart.

  • Benefits paid out (EUR): Total sum of expenditure on vocational rehabilitation services and rehabilitation allowances paid on account of vocational rehabilitation.
  • Expenditure on rehabilitation services (EUR): Expenditure on vocational rehabilitation services.
  • Rehabilitation allowance for Kela rehabilitation clients (EUR): Rehabilitation allowances paid on account of vocational rehabilitation.
  • Benefits paid out (EUR per recipient):Expenditure on benefits adjusted to the number of recipients.
  • Decisions: Number of decisions awarding or denying vocational rehabilitation.
  • Denial rate in %: The share of denials out of the total number of awards and denials.
  • Benefit: Vocational rehabilitation.
  • Rehabilitation measures: Vocational rehabilitation measures.
  • Employment area: Employment areas. Persons who live in the Åland Islands employment area or outside Finland are only included in the data for the whole country.
  • Time period: Quarter
  • Age group: 15 to 69-year-olds, in five-year age groups (because of this, a small number of recipients of vocational rehabilitation are not included in the report).
  • TYM clients: Clients of joint cross-sectoral employment-promoting services (TYM) that Kela is aware of.

Availability of statistics

  • The statistics are compiled for the last five quarters.
  • The reference periods conform to the quarterly payment periods.
  • The latest quarter shown is the most recent full quarter (see Updating frequency).

Updating frequency

Statistics on decisions in the most recent quarter are updated in the report on the second working day of the first month following the end of that quarter. Statistics on payments are updated on the eleventh day.

  • Statistical data sourced from the processing system for rehabilitation and a complete dataset compiled from the population data maintained by Kela and stored in Kela’s data repository.
  • The population data obtained from the population data system are current to the last date of the quarter.

Unemployment benefits partly financed by municipalities

Data content

The report contains data on the recipients of unemployment benefits partly financed by municipalities and on benefit expenditure by employment area and municipality. The data are shown for the latest month and as time series for the previous 13 months.

The report only covers unemployment benefits which receive municipal funding. Unemployment benefits paid during unemployment are partly funded by municipalities in the event that the unemployed recipient has already been paid earnings-related unemployment allowance, basic unemployment allowance or labour market subsidy for a minimum of 101 days. The municipalities' financial responsibility also extends to unemployment benefits paid to those who participate in employment-promoting services. The report does not include benefits that are paid for a shorter period than 101 days and financed entirely by the state.

You can export data from the report into Excel using the Export to Excel function. In Excel, the data are presented only per employment area.

Employment area

The tab Employment area shows an overview of the benefit in the selected employment areas. The indicators show the number of benefit recipients in the selected employment area during the latest month, the recipients’ share of the population (as a percentage), the benefits paid out, the municipality's share of the financing and the benefits paid out per recipient. The line charts show monthly data on the recipients’ share of the population and the benefits paid out per recipient in the last 13 months.

From the menu, you can select a specific employment area. Data for that area will be shown in the indicators and line charts. If you select (ctrl) more than one employment area, the data for these areas is added up. The default selection is ‘Whole country’.

You can choose a different time period for the indicators by selecting it in the line charts.

Employment area comparison

In the tab Employment area comparison, you can compare individual employment areas. The line charts show the benefits paid out per recipient in each employment area and the recipients’ share of the population in %. Monthly data are shown for the last 13 months.

You can select the employment areas of your choice in the menu. The line charts are shown according to your selection. The default selection is ‘Whole country’.

You can select an employment area in the line charts. The selected employment area will be highlighted in the charts.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Municipality

In the Municipality tab, you can analyse a specific benefit in a selected employment area and its constituent municipalities. The indicators show, for the municipalities in the selected employment area and in the latest month, the number of recipients, the recipients’ share of the population in %, the benefits paid out, the municipality’s and the state’s share of the financing, and the benefits paid out per recipient. The line charts show the recipients’ share of the general population in %, while the bar chart shows the benefits paid out per recipient over the last 13 months.

You can select the employment area and municipality you are interested in. Data on them will be shown in the indicators and the charts. If you select more than one municipality, data for them will be added up. The default selection is Etelä-Karjala and its constituent municipalities.

You can choose a different time period for the indicators by selecting it in the line charts.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Municipality comparison

In the Municipality comparison tab, you can compare individual municipalities. The horizontal bar chart shows the benefits paid out, divided between the state’s and municipality’s share of the financing (EUR per recipient), while the line charts show, analysed by municipality, the benefits paid out (EUR per recipient) and the recipients’ share of the general population in % over the last 13 months.

You can select municipalities with the search function. The line charts are shown according to your selection. The default selection is Kuusikkokunnat (The six largest Finnish municipalities).

You can select a municipality in the line charts. The selected municipality will be highlighted in the charts. You can choose a different time period for the horizontal bar chart by selecting a specific period in the line charts.

From the menu, you can select an age group to narrow down the data. The default selection is all age groups.

Variables and classifications

  • Number of recipients: Counted among recipients are persons who were paid benefits during the reference month.
  • Recipients’ share of the general population in %: Benefit recipients as a share of the general population aged 15–69.
  • Benefits paid out (EUR): Benefit expenditure.
  • Benefits paid out (EUR per recipient): Average amount of benefit paid per recipient.
  • Share of the municipality (EUR): Share of the unemployment benefit payments funded by the municipality.
  • Government share (EUR): Share of the unemployment benefit payments funded by the state.
  • Share of the municipality (EUR per inhabitant): Population-adjusted (population aged 15-69) share of the unemployment benefit payments funded by the municipality.
  • Government share (EUR per inhabitant): Population-adjusted share (population aged 15-69) of the unemployment benefit payments funded by the state.
  • Benefit: Unemployment benefits partly financed by municipalities.
  • Employment area: Employment areas. Persons who live in the Åland Islands employment area or outside Finland are only included in the data for the whole country.
  • Municipality: Ammatillisen kuntoutuksen kuntoutustoimenpiteet.
  • Time period: Month.
  • Age group: 15 to 69-year-olds, in five-year age groups.
  • TYM clients: Clients of joint cross-sectoral employment-promoting services (TYM) that Kela is aware of.

Note
The recipient totals shown by employment area differ from the per-municipality figures. In a given month, persons may be recorded as recipients in more than one municipality, while only being recorded once at the employment area level.
When the number of recipients in a municipality is 1-3, the data are not shown. These obscured data are presented as two dashes.

  • The reference month is based on the month of benefit payment.

Updated on the 15th day of each month.
