The Use of Various Services After the Onset of Unemployment

Employment services, social services, and rehabilitation are the primary services supporting employment. This study aims to examine the service trajectories of unemployed persons and to identify different subgroups with different backgrounds. The association between the service trajectories and later employment status is also examined.

This study utilised register-based data from Finland comprising individuals who became unemployed in 2017 and were residing in the city of Oulu (N=8,935). Eight states were constructed for the 12 months after the onset of unemployment. We used sequence analysis to study transitions between the states, and individuals were grouped into clusters based on cluster analysis and intersequence distances.

We identified eight clusters: 1) No Services (57%); 2) Short (11%); 3) Rapid (6%); 4) Intermediate (5%); and 5) Long Labour Market Training (4%); 6) Work Trial (10%); 7) Mental Health or Substance Abuse Services (2%); and 8) Several and Simultaneous Services (6%).

Compared to persons in Cluster 1, those in Clusters 2–8 were on average younger, had fewer employment days in the 12 months before unemployment, and had lower education. Clusters 6–8 were associated with long-term diseases, and after 2 years, employment was most common in clusters 1–3 and 5.

People who become unemployed are a heterogeneous group in terms of their service paths. Pathways with rapid, short, or long labour market training are associated with later employment. Those with relatively good chances of employment can find paths to re-employment through employment services. However, the service system may not work ideally in helping young persons with health problems and individuals with various service needs towards employment.
