Future pharmacy services and funding models in Finland
The research project of the University of Eastern Finland, Fimea, Kela and the University of Turku assesses how the funding model for pharmacy services in Finland should be reformed to better meet the changing healthcare needs.
Currently, the funding of pharmacies is mainly based on the income from the sales of medicines. However, international development has moved towards service-based funding, in which society reimburses pharmaceutical services offered by pharmacies. The project surveys the practices of other countries and assesses their suitability for the conditions in Finland.
In one of the two work packages of the project, international funding solutions for pharmacy services are examined with the help of a literature review and register data, and 3–5 service-based models are selected for a more detailed analysis. Fimea and Kela are responsible for this work package.
The other work package looks at what kind of pharmacy services – including remote and online services – people need in different regions in Finland. The assessment is based on register data, previous population surveys and information collected in a workshop organised for users of medicines. The University of Eastern Finland is responsible for the work package.
The project is part of the research supporting the Government’s decision-making (VN Tutkiva). The results of the project will be used in reforming the pharmacy economy and pharmacy activities.
