Health Care as a Part of Restructuring Local Government and Service Systems in Helsingin Sanomat Between the Years 2003 – 2012

Abstract

The main purpose of the study is to analyze the public debate about the structures of the public health care system when focus is in three different 
reforms (PARAS –reform, The Health Care Act and The Municipality Reform). The empirical data is based on articles published in Helsingin 
Sanomat between the years 2003 and 2012 (N=224). We analyze what kind of rhetoric and argumentation journalists, politicians, public servants, interest group members and citizens have used. The main result is that between the years 2003 to 2012 the public debate has changed so 
that economical problems and productiveness in municipalities have become less important. The debate shifted towards the necessity of the 
restructuring health care system. Results also showed that Helsingin Sanomat has the same kind of views with the political elite.
