Research for Evidence-Informed Decision-Making: Research Strategy for Rational Pharmacotherapy and Pharmaceutical Services 2025-2029
Abstract
The purpose of the research strategy for rational pharmacotherapy and pharmaceutical services is to promote the utilisation of research data in the implementation of rational pharmacotherapy. According to the vision, the research on rational pharmacotherapy and pharmaceutical services will be systematic and respond to the identified needs of medicine users and the health and social services system by 2029. Research data is used in the
development of the service system and services, impact-based steering and political decision-making.
The objectives for research on rational pharmacotherapy and pharmaceutical services are:
- Research and development activities related to rational pharmacotherapy are increasingly a part of the operation of the health and social services system.
- Research is effective, correctly targeted and proactive.
- The research in the key research areas presented in the research strategy, resources allocated for research, and the usability of data are strengthened.
The research strategy utilises Donabedian's (1997) definition of three components affecting the quality of care: structure, process and outcomes. Accordingly, the research areas are divided as follows:
- the structures and operational preconditions supporting rational pharmacotherapy;
- implementation processes of pharmacotherapy promoting medication safety; and
- the use of medicines and the effectiveness and affordability of pharmacotherapy.
The research strategy describes the current state of research and proposes ways to improve related preconditions. It is important to further increase multidisciplinary networking and research cooperation, create preconditions for long-term research and new research initiatives, make the use of research resources more efficient, improve the research infrastructure, and direct research funding to research that promotes rational pharmacotherapy.
The research strategy for rational pharmacotherapy was prepared for the first time as part of the Rational Pharmacotherapy Action Plan published in 2018. The research strategy was updated to form the Research Strategy for Rational Pharmacotherapy and Pharmaceutical Services in 2024. The strategy was updated by the Research Network for Rational Pharmacotherapy (RATTI) working group and it was also made available for public commentary.
