Data content
The report contains data on Kela-paid unemployment benefits by employment area and municipality. The data are shown for the latest month and as time series for the previous 13 months.
The report covers data on the general social security benefit granted on the basis of unemployment, labour market subsidy and basic unemployment allowance. The general social security benefit was implemented on 1 May 2026 at which point it replaced labour market subsidy and basic unemployment allowance.
You can export data from the report into Excel using the Export to Excel function. In Excel, the data are presented only per employment area.
Employment area
The tab Employment area shows an overview of the benefit in the selected employment areas. The indicators show the number of recipients in the selected employment area during the latest month, the recipients’ percentage share of the population, the benefits paid out, and the benefits paid out per recipient. The line charts show a monthly analysis of the recipients as a share of the population and the benefits paid out over the latest 13 months.
From the menu, you can select a specific employment area. Data for that area will be shown in the indicators and line charts. If you select (ctrl) more than one employment area, the data for these areas is added up. The default selection is ‘Whole country’.
You can choose a different time period for the indicators by selecting it in the line charts.
From the menu, you can select an age group to narrow down the data. The default selection is all age groups. If you select (ctrl) more than one age group, the data for these age groups is added up.
You can limit the data shown in your report to TYM clients or non-TYM clients.
Employment area comparison
In the tab Employment area comparison, you can compare individual employment areas. The line charts show the benefits paid out per employment area and the recipients’ percentage share of the population. Monthly data are shown for the last 13 months.
You can select the employment areas of your choice in the menu. The line charts are shown according to your selection. The default selection is ‘Whole country’.
You can select an employment area in the line charts. The selected employment area will be highlighted in the charts.

Municipality
In the Municipality tab, you can analyse a specific benefit in a selected employment area and its constituent municipalities. The indicators show the number of recipients in the selected employment area’s constituent municipalities during the latest month, the recipients’ percentage share of the population, the benefits paid out, and the benefits paid out per recipient. The line chart shows a monthly analysis of the recipients as a percentage share of the population and the bar chart the benefits paid out over the latest 13 months.
You can select the employment area and municipality you are interested in. Data on them will be shown in the indicators and the charts. If you select more than one municipality, data for them will be added up. The default selection is Central Ostrobothnia employment areaand its constituent municipalities.

Municipality comparison
>In the Municipality comparison tab, you can compare individual municipalities. The line charts show the benefits paid out (EUR) and the recipients’ percentage share of the population. Monthly data are shown for the last 13 months.
You can select municipalities with the search function. The line charts are shown according to your selection. The default selection is Kuusikkokunnat (the six largest Finnish municipalities).
You can select a municipality in the line charts. The selected municipality will be highlighted in the charts.
From the menu, you can select an age group to narrow down the data. The default selection is all age groups. If you select (ctrl) more than one age group, the data for these age groups is added up.

Variables and classifications
- Number of recipients: Counted among recipients are persons who were paid benefits during the reference month.
- Recipients’ share of the general population in %: Benefit recipients as a share of the general population aged 15–69.
- Benefits paid out (EUR): Benefit expenditure.
- Benefits paid out (EUR per recipient): Average amount of benefit paid per recipient.
- Employment area: Employment areas. Persons who live in the Åland Islands employment area or outside Finland are only included in the data for the whole country.
- Municipality: Ammatillisen kuntoutuksen kuntoutustoimenpiteet.
- Time period: Month.
- Age group: 15 to 69-year-olds, in five-year age groups.
- TYM clients: Clients of joint cross-sectoral employment-promoting services (TYM) that Kela is aware of.
Note
When the number of recipients in a municipality is 1–3, the data are not shown. These obscured data are presented as two dashes.
Availability of statistics
- The data are for the last 13 months.
- The reference month is based on the month of benefit payment.
- Benefits paid out (EUR): Benefit expenditure.
Updating frequency
Updated on the 15th day of each month.
Data source
- A complete dataset in the Kela data repository sourced from the processing system for unemployment benefits and the population data maintained by Kela.
- The population data obtained from the population data system are current to the last day of the reference month
